Joel is the co-founder and President of 911 Authority, LLC. He has over 32 years of experience in the information technology field, specifically in the implementation of technology systems for the betterment of business and human operations. For the past 22 years, he has focused on technology implementations in the public safety communications industry. He has been a certified Emergency Number Professional (ENP) since 2004.

He is a recognized industry expert in Next Generation 911 (NG911) planning, transition, implementation, and operations, as well as public safety policy development and strategic planning. He has helped develop NG911 public safety policy and procedures for numerous states as well as the FCC on critical NG911 issues facing public safety today. He has developed extensive expertise in NG911 system deployments across the country through his direct participation in NG911 efforts in more than 24 different states. His hands on direct experience includes working with many different types of organizations including the Federal government (FCC, DoT, and the National 911 Office), as well as many state and local public safety agencies across the country.
